Delivery of the manual ‘Management and Evaluation Manual of the Rehabilitation Program for inmates‘ at the Ministry of Justice of Ukraine

 

On the first of September 2021, at the Ministry of Justice of Ukraine, Department on Enforcement of Criminal Punishment (State Criminal Executive Service or State Penitentiary Service of Ukraine / Державна Кримінально-Виконавча Служба України), the EU-ACT Project has accomplished the delivery of the book ‘Management and Evaluation Manual of the Rehabilitation Program for inmates (convicts and pre-trial detainees with mental and behavioural disorders due to use of psychoactive substances for the State Criminal Executive Service of Ukraine’. This book is a manual for professional working in the rehabilitation of inmates. A total of 335 copies of this second manual have been printed by EU-ACT and handed over to the State Criminal Executive Service.

The books have been received by Mr. Vladimir Stadnik, the Deputy Head of the Area of Resocialization and Social Rehabilitation, Department for the Execution of Criminal Sentences, accompanied by Marina Groshovik, Senior Inspector of the Area of Resocialization and Social Rehabilitation, from the same Department.

This book is the second part of the manual “Rehabilitation Program for inmates (convicts and pre-prial detainees with mental and behavioural disorders due to use of psychoactive substances for the State Criminal Executive Service of Ukraine” which was printed and handed over to the same institution in May 2019.

The authors of this second book have been the same two EU experts who elaborated the first manual, Oscar Herrero and Francisco Requena, Psychologists from the Spanish Penitentiary Institution, working for EU-ACT in close relationship with Ukrainian experts who have also collaborated in this joint work of EU-ACT and the Ukrainian Ministry of Justice. The EU-ACT Regional Coordinator in Ukraine, José Manuel Colodrás, has had a key role in designing and coordinating all activities of the plan of action to develop this complex activity.

The pilot implementation of the Rehabilitation Program is being fulfilled in five state penitentiary colonies. EU-ACT provided support to the State Penitentiary Service officials for its effective implementation. The prisons where the programme is being implemented are Borispil, Bucha, Chernihiv, Romny, and Sumy.

The programme is aimed to change the behaviours, thoughts, and emotions associated with the use of drugs.

With the delivery of this Management and Evaluation Manual of the Rehabilitation Program, EU-ACT completes the activity of close collaboration and assistance to the State Penitentiary Service of Ukraine in its efforts to get the prison inmates out from the world of drugs, so that once they will finish their time in prison, they can integrate in society as normal citizens, and not to continue or relapse in drugs and be a permanent load for society and their families.

We would have liked that our Regional Coordinator, José Manuel Colodrás, who was working on this rehabilitation programme almost since the beginning of the EU-ACT Project, back in 2017, had been here at this delivery, but the time of our Project is limited, and the Project Regional Office in Ukraine closed on the 30th of June this year 2021.

We believe that the best way of reducing the illegal drug offer is reducing the drug demand. We know that the Ukrainian Penitentiary Service has eagerly worked on the rehabilitation concept for inmates. We thank the Penitentiary Service for its enthusiastic collaboration in the rehabilitation programme and wish to the Ministry of Justice of Ukraine all success in the implementation of this programme.
