Second Workshop of the Ukrainian Drugs Research Working Group


On 27th and 28th March 2019 took place the Second Workshop of the Ukrainian Drugs Research Working Group (UDRWG) in the premises of the  Hon. Prof. M. S. Bokarius Khrakiv Research Institute of Forensic Examination with the institutions involved.

This meeting was chaired by a representative of Central Apparatus of the Ministry of Justice and supported by EU-ACT Regional Office in Ukraine that assumed the Secretary and with the support of 2 EU Experts that addressed the technical discussions of the Workshop.

To organize this meeting in this Institute of Kharkiv gave the opportunity to the URDWG to integrate and promote the cooperation with other labs across the country and to know first hand the situation and level of expertise of other labs (not only Kiev-based Labs) in the field. These are key objectives of this project.

During the workshop, the experts had the opportunity to visit the facilities of the Institute and know about their protocols, technical means as well as networking with experts of Kharkiv.

The main topics discussed were the changes of legislation to improve the legal procedure in order to New Psicoactive Substances as controlled substances in the Ukrainian regulatory framework (a subgroup to discuss this matter has already been established and is working in this topic). This issue is leading by the Ministry of Health according to their competencies but has the support of all the institutions of the WG.

The other big question discussed was the organization within this year of the First Inter-laboratories Collaborative Exercice that will allow to compare each other and in this way improve their procedures as well as achieve the Certification of other labs in ISO 17025 on controlled substances. For this exercise the group will follow the proved standards of UNODC. This exercice will be organized by experts of the Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice (KFI), and has the full support of other labs from State Fiscal Service, Ministry of Health and above all the Ministry of Internal Affairs that will cooperate with the biggest number of labs to make also possible this exercise.

It is important to underline that the works of the UDRWG are developing at a very good step and that the support and hospitality of the hosting institution, the Research Institute of Forensic Examinations, was critical for the success of the meeting.
