Successful High-Level Meeting (HLM) on cooperation among forensic laboratories in Ukraine organized by EU-ACT regional office in Ukraine on 27th November 2018.
This HLM was chaired by the Deputy Minister of Justice of Ukraine, Ms. Svitlana Hlushchenko, and cochaired by EU-ACT Deputy Project Leader and Regional Coordinator in Ukraine. With the participation of the Directors/Heads of relevant laboratories from the Ministry of Justice, Ministry of Internal Affairs, Health, Security Service and State Fiscal Service of Ukraine, as well as high level representatives from the National Police, State Fiscal Service, Prosecutor General’s Office, Security Service and Centre of Mental Health and Monitoring of Drugs and Alcohol.
This meeting endorsed the recommendations already discussed among Ukrainian and EU experts and contained in the so-called “Roadmap for Forensic Drug Laboratories in Ukraine” drafted in the framework of initial assessment and two subsequent workshops held in Febuary, September and October this year. The proposals include the establishment of interagency Working Group (WG) of experts from laboratories specialised in drugs analysis and examinations. As agreed in a Joint Declaration, this WG will report to the relevant Ministries and Institutions every time it meets (1 time per quarter every year), on the progress done in relation to the roadmap.
The first meeting will be organized at the beginning of 2019 with the support of EU-ACT and the most relevant issues to be discussed are the amendments to legislation on new psychoactive substances, need to study the possibility of establishment of a National Coordination Platform, improvement of coordination and information exchange among labs, as well as a common methodology and information support.
